Central Administration

Central Administration is one of the departments of the Assembly and performs a key in both the administration and coordination of the Assembly. Their coordination role ensures that organizational goals are achieved. Central Administration is responsible for the effective and efficient administration of the Assembly.

The goal of the department is to oversee strategic management and supervise all support services and activities to enable departments, units and agencies provide reliable services in the municipality.

Objectives

The objectives of the Central administration include:

  • Preparation of time table for sub-committee meetings.
  • Help organise the sub-committee meetings.
  • Organise heads of departments, executive and general assembly meetings for the year.
  • Oversee to the Ghana school feeding programme in the Municipality.

The Central Administration has some core mandates it is required to stand for which is ”The Legislative Instrument [LI] 1961 Third Schedule Regulation 4 provided the Central Administration department of the various Metropolitan, Municipal and District Assemblies to co-ordinate the activities of the various departments, units and agencies to ensure the achievement of organisational goals”

Development Planning

The Planning & Coordinating Unit is responsible for providing leadership in the planning, implementation and evaluation of development projects and programmes in the Assembly.

The Unit provides lead support in the preparation of Annual Reports, Development Action Plans and Medium Term Development Plans. It also monitors and reports on all development projects that takes place within the Municipality.

The Unit liaises with stakeholders to collect inputs necessary to aid in the formulation of public policies and programmes and also plays the role of ensuring that the capabilities, skills and knowledge of staff are well developed to ensure their effectiveness and efficiency.

The Unit also coordinates activities of Out-of-Home advertisement and provides the general public with general advice and education on processes and permitting of Outdoor advertisement.

Budget

Budget is a Unit under the Central Administration of the La Nkwantanang-Madina Municipal Assembly. The Unit is responsible for coordinating all financial activities of the Assembly and also supervise the financial activities of other departments.

The main aim of the budget unit is to ensure effective Expenditure control mechanisms, setting of rate and align expenditure with performance.

Objectives

The unit has laid down objectives that lines out what it seeks to do as a unit. These objectives include:

  • To ensure that expenditure incurred by the Assembly is in line with the approved budget to avoid overspending.
  • To assist in the preparation of the Assembly’s Fee Fixing Resolution which determines Rates, Fees, Fines, Lands and Royalties and Licenses for Revenue generation.
  • To organize Budget Committee Meetings and record minutes on issues discussed for onward submission to Management.
  • To attend productive workshops to be abreast with new innovations and software for the Implementation of the Composite Budget.
  • To analyze the Assembly’s Financial Statement (Trial Balance) for reconciliation with the Composite Budget. This is to enable Hon. Assembly Members and Management to ask questions for clarifications if any.

The mandates of the unit include the following:

  • One Mandate of the Budget Unit is to ensure that all procedures for the release of funds are duly followed.
  • To ensure that warrants are prepared before payments are effected.
  • To ensure that only activities captured in the Composite Budget are funded.
  • To implement Government Directives on Budgetary preparation and procedures.

Procurement & Logistics

The unit provides strategic direction for the achievement of the overall objective of the procurement function in the Service.

The unit plans and coordinates activities related to procurement, manages the development and implementation of the procurement plan, provides inputs for the preparation of the annual budget and liaises with service providers and other stakeholders to undertake procurement activities.

It is also the responsibility of the Unit to ensure that the procurement activities are in harmony with the Public Procurement Act, 2003 (Act 663), supervise stores management and assets disposal as well as the Preparation and submission of Annual and Periodic Reports to the Public Procurement Authority

Security

The Unit provides leadership to ensure the effective enforcement of security measures in the Assembly.

As part of the Unit’s responsibilities, they liaise with the security Services to address security related matters, plan and executive security measures as well as reviewing old security measures periodically to improve upon the standard and ensure a high level of security.

The unit also appraise direct reports for the Assembly.

Management Information Systems

The unit provides leadership in the development and the application of IT/IM standards and quality assurance system in relation to the implementation, development and the deployment of IT/IM systems and resources.

It also advises on the provision and maintenance of computers and other office accessories. The unit also contributes to addressing IT/IM problems and issues and provides leadership in the design and implementation of security measures to protect the IT/IM installations, infrastructure and systems.
